What does does this PR do / why we need it:

• This combines the fixes from both https://github.com/devfile/api#926 and Registry library needs to support accessing devfiles over a proxy api#897
• Backports proxy fixes to a registry-library version that is compatible with console 4.10
• 4.10 specific branch is needed to keep oras package at 0.4.0 level. 4.11 fix would introduce breaking changes
