Integration of gcviewer

As a devonfw-ide, I want to use gcviewer seamlessly so that I can analyze GC Logs of a Java app without searching and manually installing for a tool.
Documentations from devon4j can then link to that feature to increase UX for users to do professional analysis of memory issues.

ACs:

• requires Java so the new gcviewer commandlet needs to setup java silent as prerequisite.
• running devon gcviewer simply launches the UI of this tool (java -jar gcviewer*.jar).
• documentation contains some hints or links about GC Logging such as https://sematext.com/blog/java-garbage-collection-logs/ or https://www.baeldung.com/java-gc-logging-to-file - most probably we should even add something in devon4j (https://github.com/devonfw/devon4j/blob/master/documentation/guide-apm.asciidoc or https://github.com/devonfw/devon4j/blob/master/documentation/guide-jdk.asciidoc) and link that instead. Please talk to @hohwille or devon4j team about this.
