Description

Contributor ladder doc updated. Changes:

  • moved out of the "developer guide" folder and as a separate link in the table of the content to make it stand out more
  • moved to the root of the repo so that it's more obvious for first time contributors
  • changed the content according to CNCF template
  • defined measurable metrics to be promoted to the next level

@daniel-hutao @aFlyBird0 please review; @daniel-hutao please start working on the Chinese version of it.
