An issue was introduced with #18899 - development/test images built during the API test stage should be pushed to the
dhis2/core-devrepo, notdhis2/core.The error was spotted in this build - https://ci.dhis2.org/view/dhis2-core/job/dhis2-core-stable/job/patch%252F2.40.6/1/pipeline-console/
The fix was tested with a "Replay" of the build above and making the changes from this PR inline - https://ci.dhis2.org/view/dhis2-core/job/dhis2-core-stable/job/patch%252F2.40.6/2/replay/diff
