Good afternoon Matthew,

I did just small changes for this file.
This is what I get :

with base file :

Tell me if I make a mistake.
I am using Magento 2.3.0

I just forgotten to tell you if you have multiple stores config, all fields will display in row with these changes.
Not sure wether it is convenient for this kind of field.
