[DeprecationWarning] Resolve Warnings for Extraction Filters.

Description

Adding the filter parameter to the extract_archive functions eliminates the following warnings:

tests/python/common/data/test_data.py::test_extract_archive
tests/python/common/data/test_utils.py::test_extract_archive
  /usr/lib/python3.12/tarfile.py:2254: DeprecationWarning: Python 3.14 will, by default, filter extracted tar archives 
and reject files or modify their metadata. Use the filter argument to control this behavior.
    warnings.warn(
