This PR adds jni APIs for XGDMatrixGetStrFeatureInfo and XGDMatrixSetStrFeatureInfo to set/get feature information including feature_name and feature_type which will be typically used in categorical feature supporting. I will file a followup to support categorical feature in jvm-packages.
