Re-remove 7.0 (and associated scripting bits for 7.0 and 5.6) #773

PHP 7.0 was officially EOL earlier in Dec and was removed in #759, but was added back in #760 to get 7.0.33 (which was a security release, and the last PHP 7.0 release).

This also cleans up the leftover scripting bits referencing 5.6 which was removed in #768 (EOL at the end of Dec), which were left in place in case there was a similar situation and there was a final security drop for PHP 5.6 (which doesn't appear likely).

- `openjdk`: 13-ea+2, 12-ea+26
- `php`: re-remove EOL 7.0 (docker-library/php#773)
- `ruby`: adjust RubyGems to be fixed at 3.0.1 or whatever comes with Ruby, whichever is later; also allow RubyGems/Ruby to control Bundler version (docker-library/ruby#255)
- `wordpress`: remove EOL PHP 5.6 and 7.0 variants (docker-library/wordpress#362)
