PHP 7.0 was officially EOL earlier in Dec and was removed in #759, but was added back in #760 to get 7.0.33 (which was a security release, and the last PHP 7.0 release).
This also cleans up the leftover scripting bits referencing 5.6 which was removed in #768 (EOL at the end of Dec), which were left in place in case there was a similar situation and there was a final security drop for PHP 5.6 (which doesn't appear likely).
