Fix fragment imports for near-operation-file with graphQLTag

Fixes a regression issue introduced by a recent change which removes fragment imports entirely.

I cloned this minimal reproduction from the related issue and ran it with the changes.

As part of the change I've added 3 one line array utility functions, which make the change code much cleaner and easier to understand.
