Investigate instability in TE for Arm64

We think this is happening because the asp.net machines are running on Ampere's dual-socket machines that were reconfigured as single-socket machine. We got a confirmation from @a74nh and team that running on single-socket machine stabilizes the performance. We are checking with one other partner to confirm. For now, I will mark this as Pri3 and not need to be completed by .NET code complete.
