The project is currently using Phoenix 1.2:

dwylbot/mix.exs

Line 36 in 04540b1

[{:phoenix, "~> 1.2.1"},

The version of can be updated to 1.3, we will need to move some files in different folders and make sure that we follow the new architecture.
We can follow this guide, https://gist.github.com/chrismccord/71ab10d433c98b714b75c886eff17357, to update to the last version
