feat: upgrade to DWO 0.22.0

What does this PR do?

Upgrades to DWO 0.22.0 (which just had it's upstream release).
This upgrade is required to get access to the new DWOC API which includes the PersistentHomeConfig, required for eclipse-che/che#22102
