What does this PR do?

Using https://github.com/microsoft/vscode-pull-request-github/releases/tag/0.19.0

Nice feature:

When attempting to push changes to a repository that you do not have permissions to push to, the extension will now prompt you to fork the repository and push to that instead.

Yes, the new version depends on upgrading vscode-git, which we are in the process of doing. It took longer than expected due to lots of theia API needed, but we hope to finish it within the next sprint.
