Is your task related to a problem? Please describe

Currently image puller operator uses very outdated operator-sdk v0.15.2. It brings issues for che-operator. In the che-operator we have embedded image pull in the binary, like one the feature. And it really hard to update che-operator dependencies when we have such outdated component.

Describe the solution you'd like

Update image puller with newer operator-sdk. Proposed go-client v0.21.3, proposed runtime controller v0.9.5.
