During startup there will be a message that devfile not found

I'm afraid this issue affects the factory flow in general, so marking it as a blocker for 3.2

Still have this problem on developer sandbox / workspaces.openshift.com - session, session_state, and code attributes are not removed from URL during workspace startup which result in failure
