Due to a recent omr change eclipse-omr/omr#2206

openjdk\build\windows-x86_64-normal-server-release\vm\omr\compiler\x/runtime/X86Runtime.hpp(80) : error C3861: '_xgetbv': identifier not found

Disable Windows OpenJ9 Java 8 builds temporarily

Reverts eclipse-openj9#915 which is specific to
IBM's internal builds, due to
eclipse-openj9#938 until machines are fixed
to have Visual Studio 10 SP1

Re-enable Windows OpenJ9 Java 8 builds

IBM Windows machines did not have the correct version of the Microsoft
compiler and could not correctly compile OpenJ9 + OMR.
eclipse-openj9#938
