Relates to #2310
As a work-around for the lack of a document-level list of tags, this PR adds that list via an overlay. It is not perfect since it means that new tags must be manually added to the overlay. Any endpoints associated with tags that do not appear in this list will not be published on Bump.sh. I've therefore also changed the operation-tag-defined linting rule up in severity.
This PR must be merged after #2889
