Kibana version: 7.13.2

Describe the bug:
When trying to resize a TSVB metric that contains a legend on the 3rd row (like Percentile and Percentile ranks) they don't scale down as well as any other TSVB metric panels, keeping the font size too big and adding scroll bars.

Steps to reproduce:

  1. Create a TSVB percentiles metric.
  2. Add it to a dashboard.
  3. Resize it to make it smaller.

Not sure if this is a dashboard problem or a TSVB one. Tagging both just in case.

This doesn't seem like a dashboard problem to me - usually the visualizations themselves must conform to the size of the panel on the dashboard. Will remove the dashboard / presentation team label, but feel free to re-add if someone else crops up!
