Describe the bug:
TSVB visualize with metric for percentiles, the metric number cannot be scaled to the size of the tile on a dashboard. The TSVB visualize with metric for average does scale correctly on a dashboard when resize the tile.
Steps to reproduce:

1. In TSVB, under Metric tab, create a metric with aggregation of Percentile and specify any number like 95. Pick any mode.
2. Add the above metric tile on a new dashboard.
3. In the dashboard, try to resize the metric tile above. Notice that when you resize the tile a bit small, the metric number does not scale appropriately. In other words, the tile must be large enough for the metric number. This is NOT the case if the metric for average (instead of percentile), for example, when the metric number does scale down when you resize the tile smaller.

Expected behavior:
The metric number should scale down when reduce the size of the visualize tile.
