We recently ran into an issue where we configured CI to skip on a documentation only pull request. After merging Checks found an issue with file casing.

Ideally we can find an in-between where Checks, or more specifically documentation related checks are run and tests are skipped.

Could we run everything but the tests and type checking, maybe?

We ran into this again with #169596. In this case .buildkite/pipelines/pull_request/check_next_docs.yml was skipped.
