Delete User - perhaps put the name of the user in this button as an auditory cue? Nowhere is the name of the user ever read.
The Roles tag input (and likely others) are very inaccessible, and seemingly not designed for accessibility. Perhaps this should be its own ticket.
The change password link is not in the tab index.
