[Controls] Fix jumping control title grab handle when transitioning between view and edit mode #184532

There's a visual bug with the controls where the control drag handles slightly shift between view modes.

Instead of changing padding between modes, we should set EuiIcon to empty in view mode

## Summary

Follow up to #184532.

This fixes a visual bug introduced in #184532. The empty drag handle
should only be visible in view mode when controls are using the `inline`
layout, not when the labels are shown above the controls.
