[APM] Query bar - Show missing APM index pattern message, disable query bar #20077

Summary

Since we're dependent on the APM index pattern to support the query bar, we will show a message when the APM index pattern is missing. The user is able to use an "Import APM index pattern" on the setup instructions page.

  • Show EuiCallout warning with missing index pattern message
  • Link in the message goes to APM Setup Instructions page

Message content

There's no APM index pattern available. To use the Query bar, please choose to import the APM index pattern in the APM Setup Instructions.

No APM index pattern available. To create a job, please import the APM index pattern via the Setup Instructions

vs

Could be aligned more, but not a big deal,
