[Dashboard] Modify the description of a visualization via panel settings

Describe the feature:
Add the ability to modify the description of a visualization within the panel settings.

Describe a specific use case for the feature:
When you create a visualization you have the option to add a description but you can't modify it from the panel settings. The only way to modify the description after the creation of the visualization is via stack management -> Saved objects , which isn't the most friendly way to adjust the description.
