In 7.10 dashboard added a way to add notes to the dashboard. That is great way to communicate more broadly how to read a chart.
Currently, there is a way to change the title from the dashboard, it will be helpful to allow users to also change the description at the same time.

So longer notes can be added to the dashboard panel

this is a bit more pressing for data visualizations that were saved directly to the dashboard (7.12 feature). Once you save a visualization this way there doesn't appear to be any way to change its description. Editing the visualization from the dashboard and hitting save takes you immediately back to the dashboard (which I think we want so you avoid having to re-ask the "which dashboard" question that doesn't make sense in this context). I believe this issue is a simple solution

On other thing to note, is that we should also pass this down to the Chart as an accessible description. Really similar to #105131 overall.

++ on this issue. Screen readers announce the same generic heading for multiple dashboard panels if users do not enter a unique title. I'd like to consider adding a sentence or two to this edit screen that outlines the benefits of naming panels.

In line with this change, it would be great to be able to edit a chart's title and description without needing to click "save as" in the visualization editor. A chart's title/description should be first class citizens like any other aspect of a viz.

Related discussion in slack re: how to edit panel titles within the context of a Dashboard without having to jump to the underlying lens or library.

It feels like we should have the concept of a panel desc that is initialised from the lens desc but can be overwritten independent of the underlying lens - similar I think to how the panel title is managed ? (edited)
