Summary
The Kibana APIs for cases currently exist in the Security Guide (https://www.elastic.co/guide/en/security/current/cases-api-overview.html) but apply to Observability cases and (8.2+) Stack Management cases too. Therefore this PR adds a landing page to link to the existing documentation (which can be backported to at least 7.17).
In a subsequent PR for 8.2+, we will add the API reference pages directly in the Kibana Guide.
