We decided to try merging this and squashing the flakiness that popped up, but we need more time and we want to prevent bogging down development with tests that flake out somewhere around 10% of the time.
We also figured out that Jenkins was tricking us into thinking our previous strategy for running the tests multiple times was working. We have a new strategy that we've proven works, and we'll use that to squash as much flakiness in the PR as possible before merging.
