[chore] Remove the infra team from CODEOWNERS #94740

Summary

In #90143 we added @elastic/infra-telemetry as code owners of the telemetry schema so they could be aware of the upcoming changes, and they could challenge the format, field names, etc.

However, they confessed they currently don't have the bandwidth to catch up with the pace we have in Kibana with creating these PRs. So we've agreed to remove them for now. They'll build some tooling on their end to be aware of these changes once they are merged to master.
