Deprecate logs/metrics/uptime monitoring guides #189

Now that the Logs/Metrics/Uptime content has moved into the Observability guide, can we deprecate the old guides?

  • Permanently set current as the last released version [7.9]
  • Move the books into the "Legacy" section of /guide
  • Remove the content from the master, 7.x, and 7.10 branches of the observability-docs repo
