Is your suggestion related to a problem? Please describe.
Riot has themes now! Yay! but they aren't very easy to share. Currently you have to use /devtools or self host Riot to install them. It would be great if there was a way to share themes easily.

Describe the solution you'd like
I'm not sure what the best way for this to work would be. Maybe you could paste them into a code block and Riot could detect that it was a theme and offer an install button.

Ideally there would be Slack like UI for this #5844 (comment)

Additional context
I created https://github.com/aaronraimist/riot-web-themes/ as a place to put themes for now. Please feel free to submit themes there.
