Use TEAM 4.0[bot]

Closes #352

Use RELEASE_PAT secret and @TEAM4-0 email throughout the CI/CD workflows.

I've already updated the PYPI_TOKEN to the one of the @TEAM4-0 user.

I've also removed all secrets that are not either of the two mentioned here and used by @TEAM4-0, i.e., all but RELEASE_PAT and PYPI_TOKEN.
