Reconstruct tracking issue for 3rd party package ecosystem compatibility

Discussion #1950 was originally an issue, and as an issue, back-links from other issues would appear in its log. Because of my mistake, I need to reconstruct this issue and all back-links, and possibly also roll-up a table into the description.

@dckc (out of band) recommends we need not reconstruct the original but apply a “sigma delta” strategy. If I had to guess what that means, it would be periodically creating a new issue that summarizes all previous in its first comment and then gathers additional comments to track new discoveries. @erights floated the idea of creating new issues for each tracker going forward and uniting them with a label. I like both of these ideas. Mark’s has the virtue of making the least work for me: I’ve created an ecosystem-compatibility label.
