Tooltip displaying after button is clicked, but hovered away

Description

The tooltip component has some issues when used on an enabled button. If the button is clicked, (and in my case a popup displays, or a flyout), the tooltip is displayed until the user clicks somewhere else on the page. You would expect the tooltip to disappear after the item is unhovered, but this is not the case here.
