Recently in #16393 we updated etcd to a new Go minor version and also briefly discussed some guidelines for how the etcd project should aim to stay up to date moving forward.

This pull request summarizes the discussion in the issue into a basic and very brief initial policy we can use to guide future decisions.


Note: Also addressed some markdownlint warnings for the doc so just review the policy commit for the meaningful piece.
