Update tests for EIP-7251, EIP-7002 EIP-2935 to match the following spec updates:

• Update EIP-7251: Set MAX_CONSOLIDATIONS=2 EIPs#9127
• Update EIP-2935: bring up to date with sys contract impl EIPs#9144
• Update EIP-7002: fix WITHDRAWAL_REQUEST_PREDEPLOY_ADDRESS EIPs#9119
