Dockerfile.alltools: fix invalid command #16478

#16052 broke the alltools docker image, fix it.

Looks like I didn't test the dockerfile change properly...

It happens. Though for some reason I still can't update all Rinkeby containers with the new dockerfiles, I'm still hitting permission errors. :(
