Tuple encoding produces wrong full format

Describe the Problem

If ABI contains tuple, then converting it to fragment and getting full form of the fragment produces output with redundant parameters list. In the code below the expected output would be

{ signature: 'function foo(tuple(uint256))' }

but it produces

{ signature: 'function foo(tuple(uint256)(uint256 a))' }

instead.
