cannot update database

Had the same issue.
To fix it, open AppData\Roaming\EVEMon and delete all eve-* .gzip, .xml, .bak files (basically save only folders and settings.xml). After that reinstall EVEMon again.

hmm I did that, then reinstalled, but now I dont even get the option to download the database anymore. is there a button for that?

I don't think you need do update DB after that, since it's already included in installation package.
You can check db by looking at T3C skill requirements for example (although it still missing Concord ships and not recent enough it seems) - old had 5 subsystems.
Update was probably triggered by old files and failed for some reason.

I checked and the download links (to bitbucket) all return 404.
A fresh installed indeed seems to include these files.
