When using the Windows binary for EVEmon 3.0. 4 (https://bitbucket.org/EVEMonDevTeam/evemon/downloads/EVEMon-install-3.0.4.exe), the blank character generator is missing from the Tools menu. Reverting to 3.0.3 (https://bitbucket.org/EVEMonDevTeam/evemon/downloads/EVEMon-install-3.0.3.exe) restores it.
