Bitwise operators concept + exercises (concept)

Hi, I have created concept of bitwise operators and concept exercises for it. I tried to follow all the rules and read all the documentation.
Maybe I didn't quite understand the difference between about.md and introduction.md, because in my mind it's the same. I looked at how others designed it, most of them are just copy files with a small difference. The description of the task says that this can be ignored for now.
I am ready to make changes if necessary.
