What this PR does / why we need it:
Sets region value on S3 client only
awsRegionis set in config, otherwise leaves intact. Setting region to null leads to an error, while leaving it empty lets s3 client look for region information in other sources likeAWS_REGIONenv variable.Which issue(s) this PR fixes:
