We need a Docker image built out of simelotech/skycoindev-dotnet (both develop and dind tags) also including VS Code , and useful extensions for C# .NET developers .

@stdevYuniers if possible as a tag in simelotech/skycoindev-dotnet then much better .

- Add VS_EXTENSIONS as build-arg
- Add step to install VS_EXTENSIONS on image build
- Mod hooks to build and push more than develop image

Many of favourite Visual Studio Code Extensions of 2017 can be installed on Skycoin VS Code dev image

- Unomment stage to build others tags only if branch is `develop`
