This PR is adding the initial boostd-data service. This is a data service, which boostd is to connect to using the client package.

Its aim is to replace the PieceStore and the DAGStore from boostd.

LevelDB implementation should be complete.
Couchbase implementation is mostly complete.

Follow up tasks:

  • add configuration when initialising boostd-data
  • run tests and compilation on CI
