Rename Subnet Actor and SCA to IPC-x

Subnet and Subnet Coordinator Actor is a confusing naming. The new proposal:

• IPC Gateway for the SCA
• IPC Subnet Actor for the subnet actor.

HC will be renamed to IPC (Inter-planetary Consensus)

Perhaps "Gateway Actor" vs. "Gateway"?

Agree that

• Gateway Actor for the SCA
• Subnet Actor for the subnet actor

sounds better

The agreement so far has been to rename the actors to:

• IPC Gateway Actor (IGA)
• IPC Subnet Actor (ISA)

Let's maybe wait for a few weeks (like after our team week) for the name to sink in before we rename everything and we regret it :)
