This is of questionable utility, since its purpose is to set miner owner addresses to a more secure key than was used on testnetnet, yet requires the new "secure" key to be imported into the Lotus wallet...
BUT, it's a req for 0.9.0, so we roll with this for now.
Tested, it does the thing.
