This PR reworks the CMake build system to use the prebuilt ICU4C from florisboard/icu4c to save on compilation time and reduce tooling issues.
Utilization of the prebuilt binaries is optional and can be overridden by setting
ICU_BUILD_FROM_SOURCE=1during the configure/build process.
