Source file is here (https://github.com/kushaldas/whosaysthat/blob/0.0.3/specs/Dockerfile). Clean that up a little bit. Add it to this repo and publish.

This in support of freedomofpress/securedrop-workstation#174 to codify some of the build process in a repeatable fashion
