Add copyright header to GitHub workflows

Story

As a Galasa maintainer, I want the copyright headers to be present on all files, so we don't fail any checks on our compliance scans.

Background

The workflow files are missing the Galasa copyright header which is a requirement of us. The copyright header for YAML:
