chore(plugins): Deprecate create client paths plugin #35124

Description

Move gatsby-plugin-create-client-paths into the deprecated-packages directory.
After the next release this package will no longer receive any new publishes and the current version will stay as is.

Documentation

As far as I can tell all references have been removed already as part of the trailing slash feature.
