Достаем либо "какую-то локально имеющуюся".
Если "какой-то" локально нет, ходим в АПИ-шку и достаем последнюю оттуда.
Также всегда ходим в АПИ-шку при явном вызове install-deps (force === true, если вызвали npx testplane install-deps)
